New EV Charger Reach Code regulations, part of the 2024 CALGreen Mid-Cycle update, will come into effect on July 25, 2024. These regulations mandate that all new residential and commercial developments in Santa Monica include EV-ready parking spaces and chargers, a critical step in the city’s comprehensive Climate Action & Adaptation Plan.

Santa Monica is pioneering urban development by embedding electric vehicle (EV) infrastructure into the city’s building regulations. As part of these innovative measures, every new single-family home constructed in the area is mandated to include at least one EV-capable parking space, ensuring future-readiness for EV adoption.

For multifamily residences, hotels, and motels, Santa Monica has established rigorous standards to promote extensive EV infrastructure:

• EV Readiness: Half of all parking spaces in these developments must be equipped with Low Power Level 2 Receptacles, making them EV Ready. This approach not only prepares these facilities for current EV needs but also anticipates future growth in EV usage.
• Installed EV Chargers: To facilitate immediate EV charging capability, 15% of parking spaces will have fully installed EV chargers. This direct installation of charging infrastructure ensures that residents and visitors can charge their vehicles without concerns about availability.
• Universal Compatibility: In a move to standardize charging solutions, 50% of the installed chargers will be equipped with J1772 connectors, ensuring compatibility with a wide range of EV models. This universal approach helps simplify the charging process for EV owners and increases the usability of installed chargers.

The strategy extends to non-residential buildings, which are also included in the city’s comprehensive plan to expand EV charging availability:

• Level 2 Charger Installation: A minimum of 11% of parking spaces in these buildings will have Level 2 EV Chargers installed, providing robust charging options that cater to employees, clients, and customers.
• Capability Expansion: Further supporting the infrastructure, an additional 18% of parking spaces will be made EV Capable, ensuring that the infrastructure can keep pace with the increasing adoption of EVs.
• Office Parking Specifications: Recognizing the specific needs of office complexes, 20% of spaces in office parking facilities are required to be Low Power Level 2 EV Ready.
